That'll make it SUPER fancy and cause the on-wearer effects list to be so long.
But fo real, if this is a cosmetic, it shouldn't have any stats at all. Unless they put it in the drop system, it'll start to turn TF2 into more of a pay to win game than it already is.

How about:
+10% bullet damage resistance on wearer
+30% melee damage resistance on wearer
+25% fire and afterburn damage resistance on wearer
-12% movement speed on wearer (affective only during cloak, friend disguise, or as normal spy)
-10% explosive resistance on wearer
