As for the musics from the new disc of Mr. Oldziey, I'm deliberately not going to use them, because the guy has just these made and unlike the old MIDI tracks, he is actively making money out of them. The tracks from the games? Well, technically, they're not too free of use, but I'm not making any cash, the main WC site, which is in good standing with EA, offers them for free download, so... yeah.
These new ones? Nope. I'm not going to steal the livelihood of a good man. Not unless he gives me explicit permission to use them. I hope you understand my point of view here. :-)
Oh I perfectly understand your point, even support it. I actually wanted to suggest you ask him for permission as well but after already mentioning that with WCS it felt like some unnecessary extra.
That said I think if you do decide to contact him I think you have a good chance to actually get the rights. The man put a lot of effort into re-orchestrating the original soundtrack and I think he would appreciate it if his works were featured in any WC related work.
