Sadly, Reactors Balancer doesn't work since SE 1.119 has been released. Please, try Resource Exchanger 2. It not only exchanges uranium between reactors, but also exchanges ores between refineries and arc furnaces, ice between oxygen generators and ammunition between turrets and launchers.
