It is still functional! Just with a little change in the files!
You need to go to: *Steam Directory*/steamapps/workshop/content/438405200
the file you're looking for should be a jumble of numbers with _legacy.bin.

Change the file extension to from .bin to .vpk and hopefully in theory it should work.
