1. There are already 191+ available decks in this upload. That's an awful lot of characters to choose from, especially for a game that originally only had 12.
2. Adding entire sets takes time - a very significant amount of time. Not all decks are as easily ripped from the PDFs (deck PDFs not made with Deck Designer look quite a bit nicer - but are generally much more of a hassle to get good looking image rips from).
3. Adding some new sets is something I *might* consider, but under no circumstance would I add every last one of them. Personal interest drives a lot of what I add to the collection; if I don't care for the source material the deck is based on, I probably won't bother with it.
4. A lot of the stuff I haven't touched is, quite frankly, terrible. There's certainly questionably designed decks already in the collection (and I'll freely admit some of my own decks count among them), but so many decks have basic presentation errors (bad spelling, poor wording of card mechanics, ugly white space in the images) and/or mechanics that are outrageously badly designed and balanced well beyond the worst on offer in this collection that I simply dismiss them out of hand.
Now, if you really want to see a set imported into Tabletop Simulator, I encourage you to take a crack at importing it yourself.
