I have both subscribed and activated. Msg was upon opening a current game in progress with other train stations already operating.
Just realizing this is a LOD error ;p I don't know much about LOD (yet) will this affect game play?
You said in the comment that even though you have built the default train station, you were not allowed to add train lines. Normally, when a train station gets built, you will immediately have access to the train-line tool, but apparently, this was not the case.
I think there might be some mod interfering with it. Can you reproduce the situation in a new game, without any mod loaded? And if your new game goes back to normal without any mod, then you can try enabling only one mod at a time and find the one that causes the problem. It can help us snap the problem.
