Client side you have the specified speed and therefore you will move fast for a super short while, then the server kinda checks what you're up to and sees that you are way further ahead than you should be given the speed of the player that is saved on the server and you will be put back to where you should be = rubberbanding.
Furthermore, the default walking/running speed is not 4, but 6. This means that using setting 1.5 (= 4*1.5 = 6) is actually just using the default speed which is why this setting does not rubberband. This also means that the setting 2 is just 1.5, setting 2.5 is just 1.67 etc.
