Outback Initiative makes me think of something that would revenge.

Pros:
+10% dmg at 1-40 hp
+10% range at 1-30 hp
+10% run speed at 1-20 hp
Insta-kills at 1-10 hp

Cons:
-25% swing speed
-25% switch speed
Take double damage at 100+ hp

Cons:
+35% longer Weapon Switch
-no random Crits

We already have a bleed weapon for Sniper..

The aim of these weapon stats are to make snipers more productive with their team and help out fellow teammates for an award, criticals being stored in their melee weapon.
Pros:
+20% More Damage to Melee-Equipped enemies (as a counter against Trolldiers or so).
+Assist kills from any sniper weapon store criticals in melee.

Between:
=Does normal base damage against non-melee equipped targets.
=Normal Swing Speed.

Cons:
-Requires two assists to store one critical.
Stats
+20% damage
-15% weapon switch
-20% firing speed

I don't think it matters because snipers don't go into battle often but it's a fun little feature it could have

I rarely see Snipers trying to kill each other with Melee
