For Religious states

How about Their Shrines and Temples cost no gold and can ALWAYS use the holy warriors belief reguardless if any civ took it for their religion or not

I've given them free shrines, but they never seem to use faith. It's strange. I don't think I can give them Holy Warriors without excluding it as a religious choice.

Charsi I just thought of a way to make Religious National States more Useful and that is by making it so that they give of religious pressure equal to 3X the standerd rate in the Capital of this Religious Nation State and 1.5X pressure from it's subsequent Citys.

(Math:) If a city would nomally give off lets say 9 Religious pressure due to it's distance from it's Holly Capital

If this city was a Religious National State instead. The Nations Capital would Give off 27 Religious pressure and it's subsequent citys would be giving off 13.5 pressure or if you have to round to A whole number make it give 13 Religious pressure.

I hope this helps Religious National States become far more useful

I don't think city-states are "allowed" to use faith for anything. I've seen some manage to get great prophets but not know what to do with them

They don't seem to, no. I've seen a mod that allows the religious city states to found a religion once they have sufficient faith (if a religion is available). But it's all brute-forced. The city state has no idea what to do with any of it.

Any other mod that adds or modifies city states should work. The big problem is that they won't have city lists - which is okay, they'll just borrow names from in-game civs.

When I suscribed to the mod it didnt download or at least it hasnt showed up on my list.Could I get some help?

Your mod database is corrupt. Google will tell you how to fix it. Basically you nuke a cache file and it suddenly realizes you have to download all these mods it wasn't downloading before.
