20/03/2019 Added a few things

So I added this to my single player ini file. No "balance" is done, just put in what felt right. Please comment what a proper balance number should be. Thx!

Yeah I had a hard time with balance because the value is so crazy at higher levels but I find the map makes a pretty big difference in the price as well like if this is for island then that looks about right to me
