I used Force Level Up when I finished plopping growables in a district. I hit the button on the district panel and it leveled all the buildings up, but the C and O buildings suddenly complained that taxes are too high. I could drop the taxes for hi/lo C and O to 1% and turn on the tax relief policies but only the O buildings would stop complaining--C persisted. If I replop the buildings they work properly and stop complaining...but placing several dozen of them is not easy. Not sure if this is related...but I also can no longer load both Ploppable RICO and Find It! together either, and with or without Find It!, I get an unknown exception whenever I turn on Ploppable RICO after this Forced Level Up was used on my district.
