Great question, the reasoning was that we would add the option to select starting fleets as a point cost in order to balance it further with additional changes we are making to starting nations. Ultimately we hope that players can choose which fleets they want if any as well as additional bonus' to play a nation that truly feels like your own ideal starting position in the game. Something with real character.
Now of course this means that when you opt out of selecting one of the fleet options at the start you have the extra point/s to spend elsewhere for a reasonable benefit such as more passive income, of course it does leave you entirely vunerable as well as slow down any expansion into remenant held territory.
