I admire this work. It's really not bad, as I pointed out the only bad things I see about it above (and that are the color and the haircut). The main thing that somebody has finally transported things from Sailor Moon universe to Team Fortress 2 is amazing. Still I hope it's not going to be a mainstream and there won't be a lot of poorly drawn artworks on it, because the idea of this crossover is really promising.
And if somebody who decided to make a video on it reads this - write me, and I'll share all my ideas about SM/TF2 video with you.
For the new hair, youre asking for a completely new model, which could be seen as too much work. However, the colors should be an easy fix, and I don't understand why it's not already done.
so stop getting your panties in knots over an idea.
Talking about hair - what's done is done, I understrand that. But it's messed up a little, it should have been done in some other way. Not by mixing hair of three different characters.

"Meatball Head" for Serena in the DiC English dub of SM was the equivalent to Usagi's "Dumpling" nickname. Usagi had brown hair in the short-lived live action 2001 series when she's in civilian mode. Scout's hair resembles Chibi-Chibi's more than it does Chibiusa's; if you paint it red (reminder that paint is an option) it's basically Chibi-Chibi without the heart-shaped hairbuns. Chibi-Chibi in the manga is Sailor Cosmos, an alternate version of Sailor Moon who's been interpreted as being either a descendant of Usagi or Usagi herself in an alternate universe/distant future. The hair wasn't based off Chibiusa + Makoto, it was a direct parody of Usagi's so - again - we'd be less likely to be shanked by Toei's lawyers.
Real quick: you don't speak for all SM fans when you say if something is based off Crystal it's trash (given aside from painfully low and lazy budget) considering its source material is basically the manga + whatever Takeuchi (who has contributed a large part in the making of Crystal) was unable to do the first time she ran the series/when the 90's anime happened. Many kinds of SM fans exist, and you are not superior to any one of them because you feel you can deliver more justice to a fan-made crossover. That being said, you making the first ever TF2 parody of Sailor Moon (you're not, there's been fanart inspired by SM and videos of magical girl Scout/Heavy transformations long before this set was even conceptualized) doesn't mean anything to anybody if you haven't done it yet.
I would legitimately enjoy seeing an SM/TF2 crossover from you if you're willing to put the labour of love into it. You seem to be very attached to the lore and I want to see you back up your talk if you say your crossover of a really silly FPS game with one of the most influencial, emotional shoujo series of all time will be what SM fans want. What I'm basically saying is - don't let us stop you. If you feel like you can do it better, I say go for it! We'll be releasing the mod versions soon and if you want to reskin some stuff + find better hair, there's nobody stopping you and I wish you luck on your endeavours.

Well... That is what I wanted to get as a reply. Actually, I just wanted to make sure if the creator knows the subject well, and now I'm more than satisfied at this point.
Then. Copyright problems are true, I haven't thought about it at first. Still, couldn't you make the Trademark Odangos just as a parody? There are a lot of stuff in TF2 that clearly resembles some things created by other people, often under a trademark, and to this moment not a single company has complained about it. Correct me if I'm wrong here.
Next, I'm not saying I can do better, I already said it's an amazing work, that could have been way worse! Look at me first commentary here: "as I pointed out the only bad things I see about it above (and those are the color and the haircut)". And that means all the other points about this costume are ok. Generally, it's really qualitative.
What worries me is the upcoming things... Well, this crossover should have been made sooner or later anyway, but I'm just afraid of probable poor-quality implementation. You should understand me as you, again, seem to know the universe perfectly. This is just the only place I could share my concern about it.

If you mean in terms of making a crossover: probably poor-quality implementation is completely to be expected whenever something goes public. Nintendo fans have to deal day in and day out with crap like that all the time: Racist Mario is one of the most popular spoof parodies of Mario when it's obvious that the people who made it don't know enough ♥♥♥♥ about Mario, other than the characters & their roles at a surface level. Everything is fair game - if somebody makes a crossover that is a faithful tribute to the series, fantastic. If somebody makes a ridiculous parody that shows they only know Sailor Moon from reference only, that is what it is and you need to accept that it's beyond your control.
Addressing the Meatball Head: the odango will probably stay as it is due to maximum tri count and the legal domain. The changes were for the sake of the latter not being tread upon too much. (See: Star Guardian Lux from League of Legends, The Price Is Right's Sailor Moon parody for how they referenced SM but avoided the copyright.) If there needs to be an additional excuse for it: IRL, hair buns like that need a ridiculous amount of hairgel or a chignon maker, not to mention you also need to account for the rest of your hair. To combat these boring realism aspects, we've focused emphasis on the spiral curl pigtails instead and made them bouncy. Hopefully it was worth the weight.
