Do i need to download the hl1 and 2 textures to play the game?

I have all the maps and addons to the map and when i connect to the cityRP server it says im missing it! help

You need HalfLife 2, and both Episode 1 & 2 to be installed and mounted in game. You also need both the content packs.
Halflife 1 is not required.

to be clear, you'll need textures & models from both those games.
