Congrats, you are the first person to make it known exactly what that cipher says.

At least one person mentioned it before you, but didn't care to write what it said. So props to you.

what the heck cipher is being used to decode this??? i've been trying to figure this thing out for like....two days now. i tried every shift of the caesarian ciper and none of it made sense, i even looked at other ciphers and they never worked.

It's Bill's version of the symbol cipher, which uses a lot of the same symbols that the Author's cipher does but with a few different ones as well.

you're not trying to give birth, don't use a ceasarian cipher
