Because that's a whole part of the essence of Gravity Falls. The ones in the Mindscape dimension are actually the hardest to decipher, though, as they're in Bill's version of the Symbol Substitution Cipher, and not The Author's version. It can be hard for some to tell them apart because they share a lot of the same symbols.
