Thos I propose these conditions:
-have moral authority of 100%
-no catholic heretical ruler.
-no catholic provinces under non-catholic rulers.
-all catholic holy sites are catholic provinces, in either the papal realm or a realm which is tributary of the papal state.
-no catholic realm has free investiture.
Why these? Well, we already have a vanilla create custom empire decision based on territurial size, so I felt like having alternate routes might be interesting:
-First objective would probably require winning holy wars and crusades and simlar thiings.
-Third objective would emphasize the "protect the christian fold" side of things. (the second objective is an special case of the third actually).
-Fourth objective would go in that same direction. But I feel that requiring owning all of them might be and excessive call for blobbing. (not sure though).
Fifth objective goes in the line of increasing temporal power of the pope. (This would require some ability to influence the kings to change the investiture law, so maybe this can be left out until further mechanics are in place).
So... what does everybody think?
the papal state have a path to become empire-level, or let the pope create a empire only under some condition, like "havean kingdom"?
You're quite welcome, though as I've said before the only ones truly deserving of thanks here are Voltspark and ngppgn. Without Voltspark's initial ideas and work, and without ngppgn's work, this mod would be a couple of poorly-written scripts that break more than they fix. XD
I'd love to implement a way for the Papacy to ascend to an Empire-level title, though with the strange way that Papal succession works, it's been a bit of a pain to try and get a new title to recognize that the holder is still the Pope.
Also, I don't know if this is possible at all, but it would be cool to invest bishops in realms with papal investiture, that way you could invest high-stated people as vassal bishops of particular rulers you wanted alliances with, and then make them cardinals. Then free/papal investiture actually makes a difference.
I though about this because the Pope doesn't have the "Claim Title" and "Request invasion" as gameplay options.
Great idea. I'll look into giving the Pope a special mercenary company, similar to the Byzantine Varangian Guard.
I have a couple of ideas that I'm going to work on when I take a look into the changes made for the new DLC. I'll be looking into implementing the Papal Guard in some way, and I'll be taking at very least a quick look at the Charlemagne events regarding the Donation of Pepin, to see if the Pope can have an event chain regarding getting that back from the Lombards.
For those that may not know, if you play as Charlemagne with the story events enabled,(I've never seen it happen when the AI is controlling him.) there's an event where the Pope requests that you, with force if necessary, convince the Lombards to return Ravenna to him, as it was previously granted to the Pope by Charlemagne's father. I'm not sure if the event is disabled when the player controls the Pope, if it's disabled when Charlemagne isn't a player, or if I've just been unlucky in my testing, but I've yet to see it happen, so I'll be looking into that.
Don't worry, I've not forgotten about this mod! Real-life stuff and the release of Total War: Warhammer II have just been taking up a lot of my time.

Add a decision to land new Holy Orders (of your own creation).
Add events for being a Satanist Pope.
Add a CB to seize Church Property from Feudal Lords (and vassalize Priests).
