Rebel npc's are spawning as citizens

I tried to spawn in rebel npc but instead of rebel the game spawns in citizen npc

Yeah its annoying it can spawn these though

rebels ARE citizens in the game, so you have to manually change their values and models through the menu. i recommend also increasing their health considering they are more armored than citizens too
