For the sake that I can explain my chances, I should tell I got NPC weapons pack 2 (which is not the problem). Anyways, my chances for each NPC are as follows:
npc_combine_s w/ FN FAL: 92, npc_combine_s w/ UMP45: 95, and lastly, npc_metropolice w/ M9: 92
I also adjusted them to 97, 100, and 97 to test if it was the chances, turns out not. Anyways, I hope this helps.
Another recommendation I would make is to type in the console "gmod_npcweapon" and copy/paste the weapon name that comes up in the console. Make sure you have selected the weapon from the dropdown list before hand and also that there are NO unwanted spaces before or after the name or they won't spawn.
Thank you for telling me, but here's the thing, I even tried out putting a normal npc_zombie into slot/ID #3, any thoughts on that?
Well, didn't solve it, but thank you for helping me anyways
(I forgot to ask whether there are any interesting prints/errors in the console? Could be interesting and helpful)
