Actually... The idea wasn't approved by Valve in the workshop, The real problem is that due to people thinking it was too much along with the winning chances, it would cause the great gamble and would replace uncrating with tickets. I don't even think they might gonna add it due to the fact they are not allowing people to gamble with the websites, as some would be a scam. That's what happened to most of the CS:GO's gambling websites.

So in my opinion, i don't think this should be used as a game-adding mechanic... But rather these tickets should be used as a cosmetic in a bundle of it that is team-colored and paintable.
