ORBAT Faction

Following all steps for creating a custom faction
ORBAT Alive > Create Faction > Make Units > Make groups > Full faction paste + cfgpatches paste.

After getting it into an pbo and adding it as a mod doesn't add the faction I've created, am I just stupid and missing some steps?
