Stats
Left click might use a lower damage,long range whip, and the chair would still have a longer range but only slight. No random crits. But, if you hit a target at the purrrrfect range with the whip, the target will be stunned for 1 second

perhaps the chair can be for up close for good damage, and the whip for slightly farther but less damage

Whip:
+ 50% range
- 50% Damage
Can whip Players to speed Them and Yourself up
Chair:
+ 40% Damage
- Breaks on hit
Takes 10 Seconds to Recharge

Whip:
+ 30% range (Don't know exactly)
+ Rare CHANCE to stun enemies for 1 second (Different from a timed hit)
- 30% damage (Once again, don't know exactly)
Chair:
+ 30% damage
= Can be thrown, but does only 5% more damage, and breaks instantly
- Has a chance to break, and takes 10 seconds to recharge, and 15 seconds if it breaks when thrown

Whip:

+On Hit Ally: Increase move speed for player and ally for several seconds
-25% Damage Penalty
Chair
+On Hit: Garunteed Critical Hit
-30% Range
-25% Damage Penalty
-Breakable Object: Can only attack with chair once, takes 15 seconds to regenerate

PROS:
+m1(chair) does +25% damage
+m2(rope) does +25% swing speed

CONS:
-25% swing speed

Whip:
+30% Range
+20% Attack speed
-40% Damage
*Upon whipping a teammate, a 3 second 10% speed boost is applied
*On crit, enemy becomes stunned for 1 second

Chair:
+10% Range
-10% Attack Speed
*First hit is a guarenteed crit
*Chair breaks on hit
*No random crits
*After first hit, stats are reset to default fist stats (appart from crit chance)

Simple is better, one unique stat
First Idea would be a slowing weapon, but I have no Ideas on how to make it balanced
The second idea IS
Do more damage the higher health the the victim is and more damage the more you are injured
Blocks healers, even if not out
Faster switch speed to this weapon, slower away.

I was purposly making it a tad long winded ;)
But I agree, for a slowing weapon, damage, attack speed or health could be reduced.
I like the second idea aswell :)

on left click/ whip:

on teammates:
+temporary speed boost (similar to DA)
-can not swich weapons as long as boost is active

on enemies:
+slows them down
+marks for death on mini-crits( and maybe crits )
-mini-crits (and maybe crits) do 50% less damage

on right click/ chair:

+20% more damage
-slower fireing speed
-breaks on succsessfuly landed (counts if landed on a wall/floor) crit
-breaks on 3 succsessfuly landed (counts if landed on a wall/floor) mini-crits in a row
-break on 6 succsessfuly landed (counts if landed on a wall/floor)hits in a row
: then stats reset to defualt (only for the chair)
then must recharge

and since its a wooden chair: how about +15% more fire damage vunerability...
