I am wondering if it is possible, if this is though of. If for say Heaven Siege or Riot City where the soldiers that appear after awhile could be already ranked up or a class already?

Since once you get to late game where most of your soldiers you use quite a bit, there really is no use for these rookies except for meat shields to complete the mission.
