Haven Siege - New Rookies

I'm guessing this is a silly question, but...

Do the resistance fighters need to be in the evac zone when you bug-out, and if you've found a way to create the rescued units as actual soldiers, is there any way to keep the promotions they gain in the fight?

Yes, and they should keep their promotions if they survive the mission and/or evac with XCOM.
