This logic is lifted from The Inuit mod by @TPangolin. Instead of claiming tundra, snow and ice, Brazil claims jungle and forest during its Carnival (Golden Ages). So to grow your borders improve your land with brazilwood camps and rush Carnivals! (Actually any improvements on jungle work fine).
