Idea for how it's obtained.
Everyone is saying that if you have been VAC Banned you have to wear this cosmetic. I say if you have Reported someone who later gets banned you get this badge.

For the number of hackers you've reported and vote kicked, You would unlock an achievement (VAC.P.D) then be given this badge as a testament of your Sportsmenship, High Moral code and Honor. (Because you know that there is NO honor in CHEATING!)

It should either be: 1. For anyone who has reported an hacker (♥♥♥♥♥♥♥ hackers,etc). 2. For those who aren't VAC banned haven't visited any idle servers.

A faster way of obtaining it yes, I wonder if SoundSmith would do a starotype of this?

A justifiable snitch good sir. Only rewarded to those who report on those who are actually confirmed cheaters. If this somehow gets added in say...tomorrow I can see a LOT of people getting this item since cheaters are still roaming around Casual like it is their home.
