How I think it should be received.
The only way you should get the VAC badge is when someone has 500+ hours in TF2 and haven't received a warning or VAC ban or being on steam for 2 years without getting a VAC ban in your lifetime. Which shows proof that you like the game or being on steam and aren't thinking about hacking.
