I can't find any flaws in this one. I guess they could work.

Nah, there's too many strong buffs here, and not enough debuffs, with the only one being a bit of a game killer for the soldier. Not being able to gain ammo works for demoknight's persian persuader, but only because the set was designed to be free of any ammo using weapons. On soldier, you need the ammo because otherwise you'll just have to die whenever you run out of rockets. This might work for the medic though, if its a replacement for the syringe gun or the melee. It encourages a move away from the battlemedic, which is good, but doesn't make the class into something entirely different.

something similar to the buff banner that allows the soldier and his nearby allies to have unlimited ammo and an endless clip for a few seconds.

this is my idea:
+20% max ammo on wearer
works a bit like the buff banner but when you pick up ammo only from enemys weapons it fills up a bar.
when activated it gives you and your teamamates temporarily extended clip size and refills ammo

-30% less ammo from boxes and enemy weapons

-can only be used once per server
-when activated, teamates get 30% less ammo from ammo boxes

Equiped for heavy and soldier seccondary

+%50 primary ammo
can be droped like a sandvich (players can walk over it to recive a meduim ammo crate which can be used 4 times before it get used up)
Regenerates after 1 minute

On wearer -75% ammo pick up from all ammo packs, exept this items ammo pack

Similar to the Heavy's Sandvich, where you can throw down a Medium ammo box for teammates, or use yourself to fully replenish ammo.

buff makes all teammates in active range have:

+%50 faster reload speed

+ammo regen

on wearer:

+%30 maximum ammo on wearer

-%20 slower movement speed

actually how about you gain charge from ranged weapon damage taken, encouraging a more agressive playstyle
