Frankly, it's incredibly underwhelming IMO given each ship unlock uses a tradition and I was actually unlocking them after my tech level had already rendered the ships obsolete and, due to some bug, I could not recommission them...
Frankly, I would not waste the Tradition unlock on them, personally...
For me, right now, I'm at the point where I can unlock my first tradition and I'm on the fence about going with ships of the line, frontier or discovery.
I realised they are TIMELOCKED! So if your research is far ahead, they are retired by the time you can select it in the traditions tree!

Same with me. Completed the tradition, got the perk, researched everything in year 2351 but I don't see any sign of the Polaris or Excalibur classes.
Any news there? Anyone can confirm to have built those ships?
Can't recall what era they unlock, but as elsid mentioned, you may have already surpassed them technologically and obsoleted them, in which case you should be able to Recommission the design via the Starfleet Museum...
Some of the Ships of the Line designs are a little obscure to find, and you may need to go hunting through the different categories in order to do so...
I'm now in 2371
Upon reaching 2390 exactly, I was able to research the Polaris and Excalibur classes within Jupiter Science Station. Seemed it was tied to a year. Nothing else changed at the point in time.
However, both ships were indeed not worth researching. Odyssey class seems slightly superior. I was hoping for more :P
Yeah, I don't know if it's due to the tech slow down option (selected at the start of the game, which I always select) or just a standard feature now, but ship techs have been unlocking at certain years, inline with their respective eras, for some time for me also...
For example you won't see Discovery era ship techs appearing until around 2220, TOS around 2250-2270, etc, so this would make sense...
