Hello, first of all would like to say I love this mod!

I have a question regarding Subjugation CB , I've played multiple games on the lore map and have not been able to gain subjugation CB against empires that are overall inferior or pathetic even after adopting the Domination tradition. Is his potentially a bug? or is there something else that I am missing? Any help would be appreciated, thanks in advance!
