Honestly, and as paradoxical as this may sound, I'm glad to see this--in my previous playthroughs, both the Klingons and Orions had been far too friendly with me for my liking. It felt...off. So in summary, while I haven't experienced your issue, I think it's less of an issue and more of a canonical reset.
But I doubt that is the case as the Orions have, just as inexplicably, and, ironically, just within the last 20 minutes, decided they no longer hate me and want to open diplomatic relations again...
I would suspect that it may be that the available list of plus and minus diplomatic affects were just too many to show, and something was causing the extreme dislike, which has since expired...
