How do you claim a system that doesn't have a star to allow building a starbase? Do I need to wait til I research deep space stations and build one there?

The autofit problem in this game needs to be fixed

Because it's not correctly defined, starbases never fill all their module slots, and of lesser importants, newbies won't be able to make proper use of autofit.
