"Build an observation tower" for joining UFP
I'm well into my latest Federation playthrough with a few minor species within borders that I could ask to join the UFP. However, when in the diplomatic screen I select the option to offer membership, but at the end they say "Build an observation tower and we can formally start conversations".

What does this mean? I don't see an option for the Construction Ship and I can't build holdings on this planet.

You're talking to an early-warp culture, which are treated similarly to "primitive" cultures... Build an observation post over their world and you'll then have an option to bring them into the UFP...

I have built one, but they keep repeating the line.

Click on the observation post, there will be buttons, one of them should say Federation Membership, which will then, over about 10 years or so, bring that world into the UFP at the cost of 10 credits and 1 Influence each month...

It works basically like interacting with primitive cultures in Vanilla Stellaris, just slightly different mechanics and some new events, etc...
