Unclaimed System unclaimable - cannot build Outposts
Hi all. Long time admirer of this mod. Having a recurring issue with being unable to claim certain systems. Specifically, as United Earth (post Federation forming event), being unable to build outposts in The Badlands (HL-7 - I am able to build outposts in the other Badlands systems).

I find the same issue in certain other systems, with a trend that they have nebulae or other cosmic phenomena. Is this by design or a bug?

Yeah, I've noticed this with a few different systems... Seems to be mostly nebulas, etc...

Not sure if the bug is being unable to build outposts, or whether resources and planets spawning in them is the bug...

I literally had an excavation site appear in one, which I could not excavate due to not being able to build an outpost...

They seem to have the best resource spawns too! So frustrating

It’s not a bug, they’ve said a few times that they’ve locked some systems out of being colonized because to keep borders or because the system is used for events or such.

As for resources and such spawning, I don’t think there is really a way to make systems to not spawn resources or any way to allow people to collect them without colonizing the system. Same with excavation sites
