So I started a pretty strong game with the Romulans, but I can't seem to build their unique science megastructure. I haven't built one to this point, but it says only that there can only be one "particle fountain", whatever the hell THAT is. I've been trying to build it for a ggood long while, and I just integrated the Garidians territory. I did notice that they built one of their own, so is this why?
