The Enterprise-C is about to begin a 3-year mission, but can't. Captain Rachel Garrett does have the required Hero II trait, but 'is NOT of the type Hero Expedition Situations.' Anyone know what this means?

I should also note that one of my other ships is already on a 3-year mission, so maybe you can't have two missions going simultaneously?
