I founded the Federation with the other two, which was weird because I was in an alliance with the vulcans, and now it won't let me add them when the council deliberates. It's letting me add the other two nations in the alliance. When I look at the conditions, it seems to be because they are the confederacy of surak. They are inferior to the federation. Am I doing something wrong?
