How do I get the major powers (Klingons, Romulans, Cardassians, Dominion ) to join the Federation
Basically as the title says, I have tried several rounds to get the major players to join me and everything seems to be in order with at least the Klingons, our relative strength has them all pathetic compared to me, we have amazing relationships with me sinking in 1/4 my total envoys to them, we have been on good terms since Khitomer .
Yet they just won't join me.
I get why say the Romulans won't join me as they never trust people.
But the Klingons while appearing on the option to start the process to join my federation from our collation are greyed out.
I'm told a specific option in the Q options at the start needs to be changed, but I don't see anything indicating that.

If anyone more familiar with the mod knows what options I have to choose to get at least the Klingons onboard I would greatly appreciate it.

So from my experience with the Federation, which is not much, I believe in most cases you have to form a coalition with them, or invite them into an existing one you are a part of, then I believe you have to improve relations with them within the Fed menu that pops up (once a year?) and eventually the ascension process for them will pop up on that menu.

I do believe there is an event that will also get the Klingons in the federation, but don't hold me to that. I have gotten the Klingons in the Federation before, but not the Romulans or Cardasians. I am not aware of a certain setting, though it might be possible. I always play with everything off (canon wars, crisis, etc) but I do put minor to major promotion on. So setting wise I don't know.

Yeah I usually put canon stuff on as I like the events that happen, maybe that is preventing it and I should at least next time turn off canon wars.
I do get them eventually in Coalitions and this was a few versions ago and I had sort of started the ascension process at the bi annual summit.

And I got this medium country flag and I am wondering if there is a setting to allow those countries to join the federation.

Using a coalition *is* the best odds for the Federation to do that; likewise these guys'll almost always try to avoid that level of unification; as the Federation tends to like to annex via coalition unification.
