Weird Emigration?
When playing as the federation my pop growth on earth is almost none. It is due to emigration (about 1.7). Is this a bug or am I missing a key mechanic of how to play federation? This is leading to me basically not progressing with my planets and then getting overwhelmed in the klingon war.
