The first time round:
I renamed the original file (ORIG00_Rules**).
I downloaded the file into the Download Folder on D:\
I moved the file to "\common\game_rules" folder on G:\ . (I keep all graphic heavy and/or large games here.)
I started the game and found the same result.
Round Two:
I moved both ORIG** and the newly downloaded 00* files to a Save Folder on C:\.
I downloaded the file directly to the sub-folder.
I rebooted my PC.
I started the game and found the same result.
Round Two Point Five:
I started a New Game with a different faction and found the same result.
Round Three, Fight! (sorry, I couldn't help myself)
I removed all files from "\common\game_rules"
I rebooted my PC.
I downloaded 00_Rules* and saved it a Sub-folder I created on G:\ during the save process.
I moved the file into the "\common\game_rules"
I started the game and found the same result.
I have tried the Terrans, UFP and Klingons.
