Even something that "simply" adds more module slots to Starbases may make unforseen changes to other aspects of Starbases, or even perhaps other structures...
So, again, no... Do not run other mods when playing STNH.... Everything is setup with STNH the way it is for a reason, and is balanced according to how the design team feels it is best to do so (or is how it's detailed in the lore)...
