Static minors not joining Federation. UPDATE: Despicable Neutrals!

UPDATE: I started a new game, this time Denobula, Trill, Bolius are all fine but the Benzites and Betazoids also lack the vanilla options. I've realised that all the groups with the "Static Empire" personality work fine but the ones which don't have "Despicable Neutrals" instead! There's even a bit of red text in the description warning that it shouldn't appear in game. So now I need to ask, how do I change an empire's personality?


Got a bit of a problem with recruiting worlds into the Federation. All versions are up to date, nothing amiss there. What's happening is that no matter what relations I have with the above static empires (probably others too but I haven't tried) the event option to begin membership never appears.

It worked with the Saurians, who were out colonising planets and the like. I've also noticed that the problem empires do not have the option to improve or harm relations via envoys.

Any help on this one?

I've noticed this too... I had chalked it up simply to RNG as I have a crap-ton of protectorates and several Federation/Alliance members, but I had been trying to get the Trill to pop up and gave up in the end, just going with another instead...

Maybe there is something more going on here, and something worth looking into further?

Are you in a coalition/federation with these powers already? This is a requirement to bring new members into the UFP. I named my federation "UFP Candidates" to keep it organized in my mind. From here, when the Federation Council meets every two years, you should be able to select the option to begin negotiations with member worlds, then spend influence to eventually bring them into the UFP.

I was i'm afraid, I even ended the coalition and made them protectorates to see if that would work instead. Nothing.
