Playing as Borg, cant declare war on Voth
So as the title says, I'm currently playing the borg. For "reasons" i just want to spank the Voth and assimilate their stupid faces. I have their space completely surrounded, but I still cant get the assimilation war goal.

Am I doing something wrong?

i have same issue. all the 'uneffected' races you cant invade. i tired using console commands to become the voth and declare war.. nope cant.. tried console commands to force war between us... nope.. and in a couple games, ive got to point where they are the ONLY non-borg things around... yet still cant attack
