I'm looking for submods that actually remove the morale bonus/penalty for the player and AI, and also the public order bonuses/penatlies. I want the playing field to be leveled and fair... I hate losing a battle just because the enemy has the same units but its units are better in morale. Also I'd like to raise rebel armies in the enemy territory with sabotage and it's pretty hard with the substantial bonuses the AI receives.
