What exactly does this to to diplomacy?

Epic unit count only 120 for lowest tier units e.g. spearmen etc.?

Are new units affected by tech upgrades?

For example, the Vampire Lord's "Risen Champions" technology is supposed to increase the rank of all Zombie and Skeleton units by +2.

Would this tech also increase the rank of the new Skeleton Reapers, Asaph Chosen Archers, or Grave Guard Halberdiers?

Hello Sir,

Yes all custom units are receiving bonuses where it fits most.

For vampires its more difficult to tell what is what in terms of tech.
So would all grave guard be affected? How about black knights etc?
