Norsca - Azrik the Maze Keeper bug

I aligned with the Eagle god just to notice Azrik has no skill tree but 42 skill points to spend, which leads to a permanent 'notice' after each rounds end.

Is Azrik supposed to have no skill tree? Is he supposed to be instantly recruited? Tooltip suggests he is available in the Lord recruitment pool.
