There is a forced delay between enacting reforms.
Check on your country modifier screen and you will see an icon for a modifier called 'Active Reform Research.' You need to wait for that be done before enacting your next reform. When you hover over the icon it will show you how long you have left. The last 2 reforms take longer than the earlier ones.
This was implemented to better space out the reforms. If I didn't have it then the AI would just complete reform after reform and completely neglect ideas and tech advances.

You know I've never really tested for custom nations. Are you using this with Armies Reworked?
I'll take a look and see what's going on. Could be a problem because I have left some code in there about custom nations that I need to remove. I'll see about a fix in the post 1.18 release.
