The event happens once a year and calculates the cost of enacting reforms. It triggers for all nations who are technology group Muslim and below and have not migrated up to the Reformed Muslim etc technology groups.
The event sets a base cost for the reform at 600 via a variable. It then sets the base bonus that will modify that base cost at 1 via a seperate variable.
Then it makes changes to the base bonus variable as indicated:
Bonuses related to relations:
Know a Reformed technology group nation (-0.0125)
Know an Eastern or Ottoman technology group nation (-0.025)
Know a Western technology group nation (-0.05)
Neighbor with a Reformed technology group nation (-0.07)
Neighbor with an Eastern or Ottoman technology group nation (-0.085)
Neighbor with a Western technology group nation (-0.12)
Allied to a Reformed technology group nation (-0.2)
Allied to an Eastern or Ottoman technology group nation (-0.25)
Allied to a Western technology group nation (-0.3)
Overlord of a Reformed technology group nation (-0.325)
Overlord of an Eastern or Ottoman technology group nation (-0.35)
Overlord or Protectorate of a Western technology group nation (-0.4)

The event then determines the cost of reform by multiplying the base cost (600) by the base bonus (adjusted by the modifiers described above).
Once calculated, the cost of the reforms are set for the country until the event fires again and the cost is recalculated.
WR provides for a total of 30 reforms. 1 is the first and 30 is the last.
The below table indicates the tech cost for different technology groups, the number of reforms needed to modernize the tech group and the final tech cost for the Reformed Tech Group.
Instead a scripted_effect reads the calculated cost and assigns it to one of twenty cost groups during the reform decision.
The groups increase in increments of 30 so that:
calculated cost of 30-59 reads as 30 monarch points per category
calculated cost of 60-89 reads as 60 monarch points per category
etc up to
calculated cost of 600 reads as 600 monarch points per category
This is because if you change your technology group to Andean Reformed etc while your religion is still not yet fully reformed then you will loose the religious reform modifiers and be unable to further reform the religion.
So, if you have passed all the required reforms for the mod to reform your technology group but have not reformed your religion, you will get a special event when you click on the Reform the Government decision. The event will explain the situation and give you the option to either delay reforming your technology group until after you have reformed your religion or to reform your technology group anyway with the understanding that you will be unable to reform your religion.
This is because the Native Reform mechanics built into the game are hard coded and cannot be removed via modding.
Essentially you ignore the vanilla Native Policy reforms and just focus on the mod reforms. Passing the first 15 mod reforms will grant bonuses similar to what you would get from the Native Policies. When you pass all reforms you can reform your technology into a Reformed North or South American group. This will remove the bonuses. After you do this you can reform your government into a despotic monarchy. Once you have done this then you can westernize as normal if desired.
Required reforms should be counted back from 30 to 1. (Muslims require 4 reforms so they will need reforms 27-30)
Once a state completes all required reforms and reforms their technology group these bonuses are removed.
The bonuses for reforms 1-15 correspond to bonuses that a state would receive if it passed the vanilla Native Reforms.
Bonuses for reforms 16-30 are proportional increases that reflect a state's progress towards their eventual Reformed Technology Group level of tech cost. (Muslim vanilla tech cost is +40%. Muslim Reformed tech cost is 20%. Muslim starting reform level is 26. At reform level 30 Muslim has passed 4 reforms for a total of -20% tech cost.)
The events fire when a nation meets certain conditions and providing increasingly likely chances for eligibility to reform.

Human players are automatically eligible do not experience the event.
The state must known of another state with a tech group level equal to or higher than the reform they seek to pass.
For example if a Meso American tech group nation (150%) wants to pass reform 16 there must be a Central African (80%) or higher nation that they are aware of. This can included Reformed Technology Group nations.
Calculating what a nation is aware of is done based on territory located in a given geographic Region. If a state owns territory in the Japan region there is a check to see if any nation is a higher tech group within the Regions: North China, South China, Japan, Manchuria, IndoChina, Indonesia, Malaya. Each territory has a seperate check and only one needs to pass. This advantages large nations because they will have a greater chance of having a higher tech group nation within their purview.
This check is bypassed completely for nations at 500 development or higher. Such nations merely need to know of a sufficiently high tech group nation, not actually have one in a given area.
This check acts to make sure that nations are only able to pass reforms that they can be resonably expected to have encountered. Very large nations have many more resources and are assumed to devote some of these to this research.
