Torchlight 2 Rapid Respec config files for TL1CP

oh nice thx a lot I started leveling heroes in TL1CP but without a possibility to respec and try various builds I was honestly reluctant to throw 300hrs into this, now that this is fixed I'll be happy to test and make build videos/guides

Ooh Shoot, just be careful, I haven't updated the files for the new Alchemist skills (I need to find time to do it), but the other classes should have no problem.
