Laser Gun Tier Replacement Bug

The Plasma Pistol does not properly replace the Laser Pistol as the default loadout. It's as if the Laser Pistol was Tier 4 in code.

I stand corrected, the SMG also does the same thing. The game gave a new soldier a SMG Laser instead of the SMG Plasma.
